Sayın Prof. Dr. İhsan DOĞRAMACI
İstanbul Tıp Fakültesi'nden mezun olduktan (1938) sonra ihtisas çalışmalarını Ankara Numune Hastanesi'nde, Harvard Üniversitesi'ne bağlı Boston Children's Hospital ve Washington Üniversitesi'ne bağlı St. Louis Children's Hospital'da sürdürdü. Ankara Üniversitesi Tıp Fakültesi'nde Doçent (1949) ve Profesör (1954) oldu. Çocuk Sağlığı Enstitüsü'nün, Hacettepe Tıp ve Sağlık Bilimleri Fakültesi'nin ve Hacettepe Üniversitesi'nin kurulmasında büyük hizmeti geçti. Bu eğitim kuruluşlarında entegre tıp eğitimi sistemini ve öğretim üyelerinin tam gün çalışma düzenini gerçekleştirdi.
Ankara Üniversitesi Rektörlüğü (1963-1965), ODTÜ Mütevelli Heyet Başkanlığı (1965-1967), Hacettepe Üniversitesi Rektörlüğü (1967-1975) görevlerinde bulunan Doğramacı, bundan sonra Paris V Üniversitesi'nde öğretim üyeliğine atandı.
1964-1973 yılları arasında Avrupa Rektörler Konferansı (Standing Conference of Rectors, Presidents and Vice-Chancellors of the European Universities - CRE) yönetim kurulu üyeliği, 1981'den bugüne kadar Uluslararası Yükseköğretim Konferansı (International Conference on Higher Education - I.C.H.E.) kuruluşunda yönetim kurulu üyeliği, başkanlık ve onursal başkanlık görevlerinde bulunan Doğramacı, bu suretle çeşitli ülkelerin yükseköğretim yönetim sistemlerini yakından inceleme olanağı buldu.
Ayrıca Doğramacı, Dünya Sağlık Teşkilatı tarafından Kamerun - Yaounde, Nijeya-İfe, Brezilya-Brasilia ve Kanada-Sherbrooke'da tıp fakültelerinin kurulması ve eğitim programlarının düzenlenmesinde danışmanlık görevlerini yaptı.
10 Aralık 1981 - 10 Temmuz 1992 tarihleri arasında YÖK Başkanlığı'nda bulunan Doğramacı halen Bilkent Üniversitesi Mütevelli Heyet Başkanlığı görevini sürdürmektedir.
Prof.Dr. İhsan Doğramacı, Almanya "Akademie der Naturforscher" Leopoldina, Hindistan National Academy of Medical Sciences, Fransa Académie Nationale de Médecine, America Academy of Pediatrics, Azerbaycan Elmler Akademiyası ile İngiltere Royal College of Physicians'ın asli üyesi ve İngiltere Royal College of Pediatrics and Child Health' ın kurucu üyesidir.
Bunun dışında 20 ülkenin meslek kuruluşlarının şeref üyesidir.

Sayın Prof. Dr. İhsan DOĞRAMACI
After graduating from İstanbul Faculty of Medicine (1938), he continued specialist practice in Ankara Numune Hospital, Boston Children's Hospital (teaching hospital of Harvard University), and St. Louis Children's Hospital (teaching hospital of Washington University). He became Assistant Professor (1949) and Professor (1954) at Ankara University. He helped in the forming of the Children's Health Institute, Hacettepe Medicine and Health Sciences Faculty, and Hacettepe University. In these institutions he organised the medical education system and lecturers' working arrangements.
Doğramacı, who served as Ankara University Rector (1963-1965), Head of the METU Board of Trustees (1965-1967), and Hacettepe University Rector (1967-1965), was later accepted as a lecturer at Paris V University.
Between 1964 and 1973, Doğramacı served as an administrative board member of the Standing Conference of Rectors, Presidents and Vice-Chancellors of the European Universities (CRE), and from 1981 to the present day as a board member, President and Honorary President of the International Conference on Higher Education (I.C.H.E.), thereby closely observing the higher education systems of other countries.
Doğramacı also acted as an advisor in the foundation of medical faculties and the organisation of educational programmes in Yaounde, Cameroon; Ife, Nigeria; Brasilia, Brazil; and Sherbrooke, Canada.
Doğramacı, president of YÖK from 10 December 1981 to 10 July 1992, is still Head of the Board of Trustees of Bilkent University.
Prof. İhsan Doğramacı is a member of Akademie der Naturforscher in Germany, National Academy of Medical Sciences in India, Académie Nationale de Médecine in France, Academy of Pediatrics in America, Elmler Akademiyası in Azerbaijan, and Royal College of Physicians in England. He is also a founding member of the Royal College of Pediatrics and Child Health in England.
He is, in addition to these, an honorary member of professional institutions in 20 countries.
